Legislation is all about laws being made, or being prevented. California has a full time legislature, conducting business from early in January through August-September each year. California has 80 Assembly members and 40 Senators. We have term limits that cap Assembly and Senate term duration, so there is roughly a one-third turnover in seats every two years.
Thousands of pieces of legislation (called “bills” or “measures”) are considered each year. It is the job of the CFCA Government Relations Team (staff, lobbyists and Government Relations Committee) to identify which measures will have an impact (positive or negative) on our membership and to prioritize measures of importance. With limited resources, we need to keep our eye on the measures in most need of intervention.
A wide variety of regulatory issues confront CFCA members. A regulation is the further interpretation of a law or statue, passed by a legislative body, and adopted by a regulatory agency. Most, if not all, regulations are adopted through a formal rule-making process by the adopting agency. Once adopted, most regulations have the same effect as a law, and many regulations or programs have penalties and fines above and beyond those specified in the originating statute. Compliance with the many laws, policies and “best practices” requirements of agencies is an important and difficult task. Part of CFCA's efforts focus on informing you of important regulations to help in your compliance efforts and in your ability to stay abreast of current regulatory proposals.
The array of regulations that do, or may, apply to your business is vast. We do not pretend to be able to cover all regulations, but primarily those that could potentially affect our members the greatest.
